Every ADU permitted in California needs a Title 24 energy-compliance report and a CF-1R certificate of compliance. The CF-1R states which measures the design is claiming — high-performance envelope, duct sealing, a heat pump, quality insulation installation, ventilation. So two ADUs of the same size in the same city can need different tests. One built to the prescriptive baseline with a ducted heat pump may trigger duct leakage, refrigerant charge and fan efficacy; another with a simple through-wall unit and an electric resistance water heater may trigger far less. Quality Insulation Installation (QII) is the most common — it must be verified after insulation is in but before drywall closes the cavity, and it cannot be inspected retrospectively. Duct leakage testing applies whenever ducts run outside conditioned space or the design claims sealed ducts. Envelope (blower-door) leakage testing applies when the design takes credit for envelope tightness. Each city is its own permitting authority, and many Alameda County jurisdictions — Fremont, Hayward, Oakland, Pleasanton, Livermore, Dublin among them — apply their own local green-building or reach-code provisions on top of the state code. Some of those local provisions add electric-readiness or EV wiring that can pull additional scope into the permit, even when the ECC / HERS test list stays small.
