An ECC rating is not a design document and it is not an opinion about the building. It is the field record that says the energy measures called for in the approved compliance documents were actually installed, and that they were tested where testing is required. Scope is driven by the project's own CF-1R. That document lists which measures were claimed on the compliance path — insulation quality, envelope air leakage, duct leakage, fan efficacy, refrigerant charge — and each listed measure becomes something the rater has to verify in the field. We record what we measure. If a duct system leaks more than the allowance, or insulation placement does not meet QII criteria, or a fan is moving less air than specified, that goes on the form with the measured value. Timing is where projects most often get stuck. Quality Insulation Inspection has to happen after insulation is in but before drywall or other finishes close the cavity — once the work is concealed it cannot be inspected without opening it back up.
