Santa Clara County is a charter county, but for residential work the county itself is almost never the enforcing authority. Each of the cities runs its own permit counter, plan check and inspection program, and — this is the part that matters day to day — each uses a different submittal platform: Accela Citizen Access in San Jose and Sunnyvale and Santa Clara, a custom ePermitsMV system in Mountain View, eTRAKiT in Milpitas. Nothing is shared, so a form, a review standard or a correction notice from one city does not transfer to the next. The county administers permits only in its unincorporated areas.
