A California residential permit that touches regulated energy features needs a Title 24 energy-compliance report before plan check. That report produces the CF-1R Certificate of Compliance, which states the measures the design claims — envelope values, equipment efficiencies, duct sealing, ventilation. When those claimed measures require field verification, a certified rater tests them during construction and issues the CF-3R Certificate of Field Verification and Diagnostic Testing — the ECC rating. It is a field record, produced at the stages the measures require (for example, insulation before drywall). The report is modeling and documentation: it demonstrates that the proposed design meets the energy standard on paper, using the current edition and the project's climate zone. It is not a test, and it does not prove the building was installed as modeled — that is the rating's job. The ECC rating is measurement and verification of the installed work against the report: it confirms what was built matches what the CF-1R claimed, then runs the tests the code assigns to those measures. It is not a design service and cannot substitute for a missing or non-compliant report. If your project needs a Title 24 report, it will usually need field verification of at least some measures — but not always all of them, and not always a full ECC rating. A small alteration whose compliance path claims no ECC / HERS-verified measures may need only the report. A new home with a ducted heat pump and an envelope credit will need both.
