One date decides more about this work than any other: the permit application date fixes which code cycle the rating is written against. Applications taken on or after 1 January 2026 fall under the 2025 Energy Code; anything still in plan review from earlier stays under the 2022 cycle. On a city this size both are running at once, so we confirm the cycle from the application rather than assuming the current code applies. At a little over a million residents, San Jose is the one local market where a single rating week routinely spans three generations of housing: postwar tracts across the eastern and central neighborhoods, subdivisions from the 1970s and 1980s, and the growth of the 1990s onward toward the north and west. Those three groups produce three different ratings from the same crew on the same day. Reroofs over conditioned space dominate the older end and usually run clean; the newer stock is where addition and ADU packages arrive, and those depend on reading the prescriptive path the permit was approved under rather than assuming today's package applies.
