Very little of Palo Alto's energy work is new construction. The stock is mature, the lots are large, and the economics usually favor improving a house rather than replacing it, so the rating volume here is weighted toward alterations on homes that already have a service history — a second kitchen, a converted room, an expanded garage. Those projects arrive with an existing compliance file, and the useful question is usually how the new scope relates to what was approved originally.
